M\u00e1s de 65.000 profesores en condiciones precarias acceder\u00e1n a estabilidad laboral y prestaciones con el Decreto 391 de 2025.<\/em><\/p>\n\n\n\n

Con la firma del presidente Gustavo Petro, el ministro del Trabajo, Antonio Sanguino, y el ministro de Educaci\u00f3n, Daniel Rojas, el Gobierno nacional expidi\u00f3 el Decreto 391 de 2025, que permitir\u00e1 la formalizaci\u00f3n laboral <\/strong>de m\u00e1s de 65.000 profesores ocasionales y de hora c\u00e1tedra en instituciones de educaci\u00f3n superior del pa\u00eds.<\/p>\n\n\n\n

La medida busca dignificar la labor de quienes, durante a\u00f1os, han trabajado en condiciones precarias: sin estabilidad laboral, sin acceso a prestaciones sociales, con salarios reducidos y sin posibilidad de pensionarse. De acuerdo con cifras sindicales, estos docentes trabajan ocho meses al a\u00f1o y devengan apenas la mitad de lo que gana un profesor de planta en el mismo horario.<\/p>\n\n\n\n

Lo que establece el decreto<\/strong><\/h2>\n\n\n\n

El Decreto 391<\/strong> adiciona un nuevo cap\u00edtulo al Decreto \u00danico Reglamentario del Sector Educaci\u00f3n (1075 de 2015) <\/strong>y fija los lineamientos para que universidades p\u00fablicas y privadas dise\u00f1en e implementen planes de formalizaci\u00f3n laboral.<\/strong> Entre sus puntos centrales se destacan:<\/p>\n\n\n\n

Las instituciones deber\u00e1n presentar planes de formalizaci\u00f3n laboral con cronogramas, necesidades de planta y perfiles de cargos.<\/p>\n\n\n\n

Para diciembre de 2026, al menos el 40%<\/strong> de los profesores de hora c\u00e1tedra deber\u00e1n estar formalizados; para 2027, la meta ser\u00e1 del 80%.<\/p>\n\n\n\n

La provisi\u00f3n de los cargos se har\u00e1 por concurso de m\u00e9ritos, garantizando criterios de equidad y permanencia.<\/p>\n\n\n\n

Las universidades tendr\u00e1n que garantizar la participaci\u00f3n de los sindicatos en la construcci\u00f3n y seguimiento de los planes.<\/p>\n\n\n\n

La financiaci\u00f3n provendr\u00e1 de los recursos adicionales asignados a la base presupuestal de las instituciones de educaci\u00f3n superior.<\/p>\n\n\n\n

Reacciones docentes <\/strong><\/h2>\n\n\n\n

Olga Rojas, integrante de la Asociaci\u00f3n de Profesores de Colombia, manifest\u00f3 que el decreto representa \u201cuna luz de esperanza frente a la precariedad del trabajo docente en el pa\u00eds\u201d.<\/strong><\/p>\n\n\n\n

Por su parte, Leopoldo M\u00fanera, rector de la Universidad Nacional, asegur\u00f3 que esta instituci\u00f3n ya ha dado pasos concretos en la materia, con la creaci\u00f3n de 191 cargos docentes adicionales y nuevas plazas administrativas. Tambi\u00e9n resalt\u00f3 avances en temas de pensi\u00f3n, reconocimiento de m\u00e9ritos y pol\u00edticas de estabilidad.<\/p>\n\n\n\n

Compromiso con el trabajo digno<\/strong><\/h2>\n\n\n\n

La expedici\u00f3n de este decreto es resultado de una negociaci\u00f3n sindical entre el Ejecutivo y las centrales obreras, y hace parte de la pol\u00edtica de trabajo digno y decente contemplada en el Plan Nacional de Desarrollo 2022-2026.<\/p>\n\n\n\n

Con esta iniciativa el Gobierno nacional muestra voluntad pol\u00edtica para dignificar la labor de los docentes y fortalecer la educaci\u00f3n superior en Colombia. <\/p>\n\n\n\n

El reto ahora recae en las universidades, que deber\u00e1n instalar mesas de formalizaci\u00f3n con la participaci\u00f3n de las administraciones y los sindicatos, garantizando que el decreto se traduzca en mejores condiciones laborales para miles de profesores en todo el pa\u00eds.<\/p>\n","protected":false},"excerpt":{"rendered":"
