M\u00e1s de 100 familias de los corregimientos La Arepa, Trementino, Pueblo Nuevo y Sabanal en el municipio de Cotorra en C\u00f3rdoba, llevan m\u00e1s de tres meses afectadas por inundaciones, sin que la Alcald\u00eda ni la Gobernaci\u00f3n de C\u00f3rdoba hayan decretado la calamidad p\u00fablica, a pesar de ser el instrumento legal para activar de manera inmediata el plan de gesti\u00f3n del riesgo. Las comunidades aseguran que viven un desplazamiento econ\u00f3mico y ambiental silencioso: sus casas, cultivos y animales est\u00e1n bajo el agua, sin apoyo real de las autoridades.<\/p>\n\n\n\n

Durante su visita, el precandidato a la C\u00e1mara de Representantes y l\u00edder social Luis Fernando Ballesteros denunci\u00f3 que en las propias narices de las comunidades se est\u00e1 destruyendo su sustento. El Ca\u00f1o Bugre, sedimentado en Boca La Ceiba, ya no permite que el agua corra libremente; por el contrario, el flujo se ha invertido y ahora corre desde la ci\u00e9naga hacia atr\u00e1s, estancando y contaminando el ca\u00f1o. Estas aguas envenenadas est\u00e1n matando cultivos de pl\u00e1tano, arroz y otros alimentos. El r\u00edo, que era fuente de vida y alimentaci\u00f3n, ha sido reducido a un afluente agonizante, mientras la ci\u00e9naga est\u00e1 siendo destruida porque los terratenientes la han ido secando, alterando su equilibrio natural y provocando que el agua ocupe los espacios donde habitan las familias.<\/p>\n\n\n\n

\u201cTodos tenemos derecho a vivir dignamente. No podemos normalizar ni acostumbrarnos a vivir mal. Si a nosotros nos olvidan, tenemos que levantar la voz\u201d, afirm\u00f3 Ballesteros en medio de aplausos. Record\u00f3 que el cambio es un proceso de transformaci\u00f3n que depende de nosotros y que los derechos nunca han sido un regalo, sino que se han conquistado a trav\u00e9s de luchas sociales. \u201cEstamos luchando por un proyecto de pa\u00eds. Necesitamos mayor\u00edas en el Congreso para cambiar el futuro del pa\u00eds y del departamento. Yo no vengo a solucionarles los problemas: vengo a guiarlos para que juntos encontremos la soluci\u00f3n\u201d, enfatiz\u00f3.<\/p>\n\n\n\n

El l\u00edder social anunci\u00f3 dos pasos inmediatos para que el pa\u00eds escuche este clamor: la publicaci\u00f3n de un video documental en redes sociales y medios de comunicaci\u00f3n para mostrar la magnitud de la emergencia, y la organizaci\u00f3n de una marcha y plant\u00f3n ciudadano con l\u00edderes y habitantes de los corregimientos afectados, exigiendo la declaratoria de calamidad p\u00fablica y un plan serio de gesti\u00f3n del riesgo. Adem\u00e1s, plante\u00f3 como medida urgente el dragado y limpieza del Ca\u00f1o Bugre, junto a obras de mitigaci\u00f3n que reduzcan el riesgo de nuevos desbordamientos.<\/p>\n\n\n\n

Mientras los clanes tradicionales negocian cuotas de poder y siguen dejando abandonadas a las comunidades, Ballesteros se posiciona como la voz de quienes luchan por dignidad y justicia social. Las comunidades reafirmaron su decisi\u00f3n de acompa\u00f1ar esta movilizaci\u00f3n, convencidas de que solo con unidad, organizaci\u00f3n y presi\u00f3n ciudadana se lograr\u00e1 que el Estado act\u00fae frente a una emergencia que amenaza sus territorios, su sustento y su derecho a la vida.<\/p>\n","protected":false},"excerpt":{"rendered":"
